  • We need to reform America's food safety system from the farm up

    Another day, another disaster...

    In 1906, Upton Sinclair published his classic book The Jungle, awakening America's consciousness to the horrors of corruption in the U.S. meatpacking industry with the story of Chicago's stockyards. The Jungle so shook the American people's confidence in how their meat and food was processed, that President Roosevelt created the Food and Drug Administration to quell public outcry.

    Fast-forward a hundred odd years later and all evidence points to the fact that we are living in an era of food crisis that rivals that of the turn of the last century. Regretfully, America's modern food system has become The Jungle 2.0.

    Indeed, there have been prodigious grumblings from Washington, D.C., over food safety issues in the past months. Thanks to the current peanut butter fiasco from the now bankrupt Peanut Corporation of America, our nation is once again in the throes of a record food safety recall, signaling that we need a serious overhaul of our nation's food safety system and the industrial food model.

    America's current food system has the potential to create an epidemic food safety crisis much larger than that even Sinclair or Teddy Roosevelt could imagine. For a variety of reasons, including the corrosive influence of agribusiness corporations and lack of government funds, staff, and training, we now live in a world where food safety in America is on the verge of facing a collapse similar to those of our recent financial, mortgage, and housing industries.

  • Using less fertilizer has no meaningful effect on yield

    Speaking of limiting the use of synthetic fertilizer, allow me to throw a little science your way courtesy of Science Daily and the USDA's Argriculural Research Service:

    From 1998 to 2008, the researchers evaluated and compared potential management strategies for reducing nitrogen and nitrate nitrogen levels in soil and groundwater.

    The first study showed that onions used only about 12 to 15 percent of the fertilizer nitrogen applied to the crop. Much of the remainder stayed in the top six feet of soil. The next year, Halvorson and his colleagues planted corn on the same land and found that it recovered about 24 percent of the fertilizer nitrogen that had been applied to the onion crop.

    Following that study, the scientists grew alfalfa on the land for five years, then followed it with a watermelon crop, followed by a corn crop. In the first year that the corn was grown, an unfertilized control plot yielded about 250 bushels of corn.

    By comparison, a plot fertilized with 250 pounds of nitrogen per acre yielded about 260 bushels, a small increase that required a significantly higher investment of time and money. Additional corn studies following onion in rotation showed corn was a good residual nitrogen scavenger crop.

  • The president's budget hints at a coming battle over one kind of ag subsidy

    When President Barack Obama said during his recent address to Congress that "in this budget, we will... end direct payments to large agribusinesses that don't need them," he set off a firestorm of speculation. Now that the budget outline has been published, we finally have an understanding of what he meant. Yes, as we suspected, he was indeed referring to a specific subsidy program called "direct payments." Jill Richardson explains:

    Direct payments are a result of the 1996 farm bill. Prior to that, subsidies were given based on need. If you couldn't sell your crops at a price the government thought was fair, you got a subsidy to make up the difference...

    If you own land where commodities were grown (by you or someone else) in the past, you get a direct payment whether you grow anything or not. You could do nothing, potentially, and still receive a direct payment. Does that sound stupid? I think so too.

    Your direct payment is calculated on your "base acres." They keep a running average of how much you grew on your land (or how much somebody grew on your land if it wasn't you), and that yield determines how much you get in government cash. During the past farm bill debate, grain prices were high and farmers were doing well, but the direct payments kept flowing in.

    Meanwhile, the budget language looks like this [PDF]:

    As part of an effort to transition large farms from direct payments provided to owners of base acres to increased income from revenue derived from emerging markets for environmental services, the President's Budget phases out direct payments over three years to farmers with sales revenue of more than $500,000 annually... Large farmers are well positioned to replace those payments with alternate sources of income from emerging markets for environmental services, such as carbon sequestration, renewable energy production, and providing clean air, clean water, and wildlife habitat.

  • Kathleen Merrigan is a progressive's dream pick for the USDA

    I guess this whole "activism" thing sometimes works. To have Kathleen Merrigan, one of Food Democracy Now's Sustainable Dozen, named deputy secretary of agriculture is, as Tom Philpott suggests, a huge win for progressives. Say what you will about the USDA Organic program, but Merrigan, as its author and later its enforcer, has been without question battle-tested.

    In his post, Tom linked to Samuel Fromartz's perspective on Merrigan from back in November. But it's worth digging in to the comments as well. There you'll find none other than Frank Kirschenmann (another Sustainable Dozener about whom I've written) giving Merrigan his hearty endorsement.

    Further down is evidence in the form of a WaPo profile from 2000 (now behind a firewall) that Merrigan didn't shy away from battles. I was particularly struck by her conflicts with the various agricultural advisory committees -- a bunch of guys who clearly lacked both social graces as well as a sense of humor:

    After Merrigan was appointed in June, she immediately launched a controversial crusade to diversify those white-male-dominated advisory committees, forcing them to establish outreach plans to recruit women, minorities and disabled people. In many cases, she refused to forward their nomination slates to Agriculture Secretary Dan Glickman until she was satisfied with their commitment to diversity.

    After she blocked nominations to the Florida Tomato Committee, complaining that it hadn't made a "significant effort" to attract women and minorities, the Weekly Standard, a conservative magazine, lampooned her in an article titled "Attack of the Tomato Killers." The Packer, an agricultural publication, described her crusade as "Beltway Blindness." In a nasty letter to Glickman, committee manager Wayne Hawkins said he was resigning and going into business: "I plan to find a female Afro-American who is confined to a wheelchair to be my partner. This way I will meet all of the government diversification requirements."

  • USDA's People's Garden may not be all it's cracked up to be

    US Department of Agriculture chief Tom Vilsack may not deserve that recently awarded Grist green thumbs-up after all. Obamafoodorama (blissfully abbreviated as ObFo) has an amusing and edifying (and lengthy) disquisition on Tom Vilsack's much ballyhooed "People's Garden." When Vilsack took a jackhammer to a slab of concrete in front of USDA headquarters in honor of Lincoln's Birthday (the USDA was founded under Lincoln and referred to by him as "the People's Department"), he thought he was demonstrating the USDA's commitment to sustainable landscaping. But he did it without, it appears, much forethought.

    The planning process seems to have consisted of one step: "Dig a hole." There's no design for an actual garden to go in its place -- and it certainly was not intended, as many have presumed and now demanded, to be a food garden. The landscape plan that Vilsack brandished in a USDA photo was, according to USDA/Natural Resources Conservation Service spokesman Terry Bish, a prop. When ObFo asked about it, Bish said "Oh, that's old. Those are the plans from when [former Ag] Secretary Schafer was planting a tree in the ornamental garden to honor a USDA employee who was killed in Iraq."

    In fact, the whole thing was a photo op that got out of hand.

    But the goal of the garden changed when it became apparent that there was a groundswell of public interest in a food garden at USDA headquarters.

    "Suddenly there was all this interest from the public about vegetables," Mr. Bish said. "It was a sleeper. Sometimes we do these things, and they get really big." He repeated: "There's actually no timeline for the garden. It was all about the Bicentennial. But now we have to come up with ways of maintaining it and to see how we can use it ..."

  • USDA sees a food problem, but not the solution

    Albert Einstein once said, "The significant problems we have cannot be solved at the same level of thinking with which we created them."

    The same can be said of U.S. Agriculture Secretary Tom Vilsack's newfound commitment to "get Americans to eat more healthful foods while also boosting crop production to feed a growing world population." As he notes, "These two goals have often been at odds."

  • A former USDA worker claims that small farm numbers may be overstated

    Are there more small farms or not? Everyone from Reuters to the NYT has documented what appears to be an increase in the number of small farms in the U.S. But blogging ag economist and former USDA Economic Research Service researcher, Michael Roberts disagrees. According to him (h/t Ezra Klein), the supposed increase in small farms represents the USDA potentially fudging the numbers:

    USDA has also been working harder and harder to find and count hiding $1000 potential farms. Most of these guys don't know they're farms and so they can be hard to find and difficult to entice to return their census forms. So non-response rates are growing, mostly for tiny farms that probably don't realize they're farms in the first place.

    Non-response? No problem. USDA just uses weights to account for the non-response which boosts the officially reported number of farms.

    The important revelation here is that the USDA uses statistical weighting to arrive at the numbers for these micro-farms since many of these people don't even self-identify as farmers -- and so their precision is entirely a question of their methodology, i.e. how they decide to model the presence/frequency of these small operations. Census weighting is, of course, both controversial and necessary. Counting everything by hand can have a larger margin for error than rigorous statistical modeling. Indeed, this "controversy" is right now at the heart of a monumental battle between Democrats and Republicans over the U.S. Census (just ask Sen. Judd Gregg).

    That said, there is nothing inherently wrong with the practice. However, even if your overall approach is solid, if you then change your weighting techniques from year to year, comparing annual changes is all but impossible. And that appears to be exactly what the USDA is doing.

  • Vilsack continues to lay the groundwork for reform

    There was some curiosity as to what stance U.S. Department of Agriculture chief Tom Vilsack would take in his speech this week before the National Association of Wheat Growers. Surprisingly, he came as the bearer of bad tidings. According to this report:

    Vilsack called on farmers to accept the political reality that U.S. farm program direct payments are under fire both at home and abroad and therefore farmers should develop other sources of income. In his remarks to the groups he said he intends to promote a far more diversified income base for the farm sector, saying that windmills and biofuels should definitely be part of the income mix and that organic agriculture will also play an increasing role.

    Um, what? Leave aside the "prepare for a pay cut" thing for a moment. Did Vilsack just use the O-word in front of a bunch of large-scale industrial farmers? Once they stopped laughing, I wonder if they starting thinking about the implications of what he was saying. Maybe this guy is for real.

    Vilsack's comments certainly jibe with his plans for the new USDA Office for Ecosystem Services and Markets -- an entity that is charged with cataloging the climate impacts of forestry and farming practices. The Christian Science Monitor characterized it thusly:
