Fourteen months before voters head to the polls, a brawl is already brewing in Arizona over proposed ballot initiatives that aim to deal with sprawl. The Sierra Club is sponsoring an initiative that would impose mandatory urban boundaries and development controls throughout the state. Last week, political appointees delivered an opposing business-backed package of growth reforms and open space proposals to Arizona Gov. Jane Hull (R). In other sprawl-related news, massive amounts of dust are being kicked up by construction and dirt roads that lead into outlying growth areas, causing severe air quality problems and breathing difficulties for many residents.
