If Bush can finally stomach admitting that this problem exists, and does in fact demand serious enough action that we are going to stop growth of carbon emissions from automobiles (well, kind of, but not really — pay no attention to the man behind the CAFE curtain), how, in the name of all things decent, can he completely ignore the other 2/3 of the energy-consuming / carbon-emitting economy — buildings and industry?
