Hybrid emissions: Facts and numbers
Having laid out my views in part I, let me turn to the actual data regarding hybrids -- both from an environmental and economic perspective.
How do carbon emissions per mile driven compare for various cars? The Volt is expected to be "less than $30,000" with a 1.0L engine. Compare this to the Corolla, with a 1.8Lengine (peak hp of 126; 31 mpg) and a price of $14,400. It's worth noting that this is in the optimistic, no-gasoline-use scenario for the Volt, computed below along with carbon emissions for the Volt running on cellulosic ethanol and gasoline, and emissions for comparable-sized ICE cars. Questions on the Volt's actual usage patterns remain: how many people will recharge everyday? What percentage of total miles will be on the grid, and what percentage on gasoline?

Prius: Green or greenwash?
I have been accused of dissing hybrids. I was mostly discussing Prius-type parallel hybrids and all the support they get, when one can get the same carbon reduction by buying a cheaper, similar-sized and -featured car and buying $10 worth of carbon credits. I was objecting to greenwashing (powered by a large marketing machine) that suggests hybrids can solve our problems.
Corn ethanol, which has been heavily maligned in the mainstream media, reduces carbon emissions (on a per-mile-driven basis) by almost the same amount as today's typical hybrid. Despite the similar environmental profiles, one is a media darling and the other is demonized, despite its more competitive economics.
My main complaint has been the lack of critical analysis in this space. Corn ethanol (which I don't believe is a long term solution) has been framed by the oil companies' marketing machine, farm policy critics, and impractical environmentalists (though the NRDC and Sierra Club support corn ethanol's transition role as I do, subject to certain constraints). The Prius and hybrids have been positioned by Toyota's marketing machine. The public is gullible.
I am open and hopeful, especially longer term, on serial plug-in hybrids (a point I'll address in Part III). Price still remains a major issue. Even for serial hybrids, the ability to keep cost, or at least monthly payments, close to that of a regular ICE (internal combustion engine) car is unclear. Maybe another blogger with knowledge of practical automotive costs can detail the likely trajectory of serial hybrid costs (say, with a typical 40-mile "battery range"), as this remains the critical question.
The Prius is the corn ethanol of hybrid cars, and we should recognize that. It has increased investment in battery development, but beyond that it is no different than Gucci bags, a branding luxury for a few who want the "cool eco" branding (70%+ of Prius buyers make more than $100k per year).
In this series, I will try to lay out my views on hybrids as a whole -- what I believe hybrids are good for and what they are not. (My paper on Biofuels Pathways (PDF) delves into the details.)

Watch CBS this Saturday for breaking electric-car news
I was just interviewed by CBS for a possible story on plug-in hybrids on Monday. You should tune in to CBS evening news Saturday for the first coverage of what I believe is a major advance in plug-ins -- a car I test drove a few weeks back and will be free to write about here Monday.
The New York Times will probably be doing a print story on the car Sunday, which I'll link to. Then CBS may do another story, which is where I would come in. This hybrid technology will be rolled out in a retrofitted car at the Detroit auto show.
I think this is a big deal. Basically the company figured out how to design a practical, affordable plug-in hybrid without a breakthrough in battery technology!! Stay tuned.

GM CEO sows doubt about Volt debut date

CNNMoney.com reports on an online chat with GM CEO Rick Waggoner.
General Motors might not be able to hit its target to have its breakthrough electric-powered car the Chevrolet Volt in production by 2010 ... GM has already started to build advertising campaigns around the Volt, even though in the best-case scenario it is years away from production. It is seen as a way of trying to change public perceptions about the fuel efficiency and environmental responsibility of the U.S. automaker, which is more closely associated with large SUVs or pickup trucks.
Not the way to mark the 100th anniversary of the company. If GM wants to be believed, they need to do more than flap their lips, run hopeful ads, and buy dinner for bloggers.

The presidential debates once again highlight the obvious
Matthew Yglesias notes the environmental policy gap between Democratic and Republican presidential contenders: "On the Republican side, we have Mike Huckabee who thinks global warming is a serious problem but doesn't have any particular ideas about dealing with it."
It strikes me as worse than that. When I read Andy Revkin's run-down of the weekend's debates, this made me want to get my shrill on:
Mike Huckabee called for a billion-dollar prize for the first 100-mile-per-gallon car (a concept that might seem a bit goofy, but that has been embraced by some influential economists).
It did indeed seem a bit goofy at first. Then I thought again. This idea goes well beyond goofy to ... deeply unserious? Insulting? Inane? Consider:
- 100 mpg-equivalent cars already exist.
- 100 mpg isn't all that ambitious. A bunch of kids are planning to bring a commercially viable 200 MPGe car to market in 2009.
- 100 mpg cars aren't a hugely important policy goal.
So, let's see:
a climate changean energy independence plan consisting of a billion-dollar prize for technology that already exists will probably soon be supplanted, and isn't a high priority.Of course, this was just one throwaway line in a debate. But I'm thunderstruck by the level of policy discourse on one of the most important issues of the day. Then I remember that voters don't actually care about this stuff, and it all sort of makes sense.

Cures for congestion can come cheap
When I was a little kid, I remember being stuck in gridlock on I-5. (Seattle had congested freeways even back in the 1970s, shocking as that sounds.) And I remember being perplexed that all the cars would slow down in heavy traffic. Instead of spacing out so far, I wondered, why couldn't they all just maintain 55 miles per hour and drive inches apart. As long as everyone agreed to drive the same speed and not hit the brakes, heavy traffic wouldn't require us to slow down. Right?
My parents didn't get it. Typical parents.
