    A spiffy old car takeback program is being launched in Ireland.

    The proverbial land o' luck plans to institute the End-of-Life Vehicle (ELV) directive in 2007. Hee hee, elves. Hee hee, leprechauns. Um, anyway ... the first draft of regulations were revealed today. Hot off the presses! Lucky you! Hee hee, lucky ...

    Under the regulations -- "a kind of car equivalent to the WEEE directive" -- each automobile importer or manufacturer would have to establish an authorised treatment facility (ATF) in every Irish county that consumers could bring their cars to for scrapping. These sites would be required to meet high environmental standards, remove pollutants in the dismantling process, and recover at least 85 percent of car material. If they don't, they could face big fines and prison time.

    "The main effect of these draft regulations will be that when a person has a car or small van that has reached the end of it's useful life, there will be at least one facility available in their county or city where they can bring the vehicle in the knowledge that it will be depolluted and dismantled to a high standard," said Environment Minister Dick Roche.

    Sweet.

  • What’s sustainable?

    Related to the soon-to-be-revised index-card manifesto, I have a question, raised by some of the feedback I got:

    My assumption is that sooner or later all personal vehicles -- and eventually all vehicles, period -- will be powered solely with electricity from renewable sources: wind, solar, hydrokinetic, biothermal.

    Here's my basic reasoning: Humanity's energy reserves (fossil fuels) are finite. We need to start living within the earth's solar budget. Consider the following three alternatives (and pardon my utter lack of technical sophistication):

  • A positive environmental program that can (almost) fit on an index card

    Without further ado, here's the first draft of my index-card manifesto. It turned out to be two index-card manifestos, with five points each: one for stuff I consider immediately urgent, and a second for what I consider longer-term goals. Feedback is welcome -- nay, requested. (I'll discuss the whole project more in a subsequent post.)

    WHAT A GREEN WANTS: IMMEDIATE PRIORITIES

    Energy efficiency: Proven techniques can get the same amount of work with 50% of the oil.

    Tax/subsidy shifts: Markets should tell the ecological truth. That means shifting subsidies from industries and practices that harm us to those that help us -- and doing the reverse with taxes.

    Diverse clean energy: Our economy must move from reliance on a single concentrated source of energy (oil) to reliance on a distributed array of small-scale, renewable energy sources appropriate to local conditions. That means staying within our solar budget, using wind, solar, biothermal, and hydrodynamic energy.

    Electric vehicles: Flex-fuel and plug-in hybrid automobiles are necessary transition technologies, but in the long-term we need vehicles that run purely on electricity, stored either in hydrogen fuel cells or advanced batteries.

    Smart grid: The electric grid should be agnostic (accepting inputs from any source of any size), intelligent (able to apportion based on shifting demand and supply), transparent (providing data on price and supply to all consumers), and scaleable (capable of building out, or degrading, gracefully).

    I am an impostor. Here I am writing a weekly car column, and I don't even have a car. I don't really know anything about cars. I can't even be trusted on car color: I consistently refer to my parents' "green Honda" despite unanimous opinion from all other viewers that it is, in fact, gray. You will be getting no in-depth analysis of hybrid technology from me, no this-engine-will-kick-that-engine's-ass. Nope, this column will focus on, well, whatever car-related item tickles my fancy on Thursdays as I'm desperately throwing together putting the finishing touches on the Wheel Deal.

    Today's Wheel Deal is about community and love. Because even if you're ambivalent about cars, you gotta love love.

    HybridCenter.org, a project of the Union of Concerned Scientists, has launched the Earth Day Challenge -- because what the environmental community needs is more challenges. Just kidding. Anyway, as concerned scientist Scott Nathanson says, "Ford might have Kermit to plug its Escape Hybrid, but we've got Bill Nye the Science Guy!" And he ain't lyin'. Bill Nye is plugging the plug-ins like only an overdramatic science guy in a powder-blue coat can.

    By the way, my brother's friend's mom used to clean Bill Nye the Science Guy's house. True story. Would you like my autograph?

    Anyway, the Earth Day Challenge is cool. They're trying to get 1,000 hybrid owners to send pictures and/or testimonials to the site by Earth Day (April 22). Hybrid-less individuals can participate as "hybrid enthusiasts." Aww ... feel the love!

  • Kicking Toyota out of the country

    Let's say you're threatened by hybrids. Let's say you're particularly threatened by hybrids coming into the U.S. from another country, and proving mighty popular. What might be a creative way to fix the problem?

    Oh, how about suing for patent infringement? "If the International Trade Commission agrees with Solomon, [Toyota] could be banned from importing the systems and the Prius and Highlander hybrid models that they power." Stay tuned.

  • Obama and Inslee propose to save the American auto industry by paying it to do the smart thing

    Don't miss "Salvaging the Auto Industry," a Boston Globe op-ed from Sen. Barack Obama (D-Ill.) and Rep. Jay Inslee (D-Wash.), two of the Dems' brightest lights on energy issues. (Inslee wrote a piece in Grist on his New Apollo Energy Act.)

    Obama and Inslee propose a piece of legislation called the "Health Care for Hybrids" Act. The idea is that the feds would help American auto companies pay some of their enormous healthcare costs; in return, the companies would commit to using the money to develop fuel-efficient vehicles.

    I'm a little dubious about the bill on the merits.

  • Kristof for plug-in hybrids

    Nicholas Kristof -- with whom I've taken issue in the past -- advocates on behalf of plug-in hybrids in his latest New York Times column.

    I must say, it's passing strange to see issues once confined to greenie outposts suddenly flooding the mainstream press.

  • New batteries make a plug-in hybrid commercially viable

    Announcements of technological breakthroughs that are going to save the planet are a dime a dozen. The true test is commercial success on the free market. By "free market" I mean no tax money to support its continued existence, and by "save the planet" I mean something that does not feed the planet to our cars. We are going to see a commercial application of this new technology in just a few months. You can find more details here.

    I promised on my last post to look into plug-in electric car design from an engineer's perspective. City government's promising to use our tax dollars to buy plug-in electric cars as an incentive to mass produce them would be pointless if the technology needed to produce a viable car did not exist.

    I will summarize my findings by showing what new battery technology would do to the General Motors EV-1, the subject of the documentary Who Killed the Electric Car?
