  • Uncertainty, the precautionary principle, and GMOs

    Even if we had perfect information on the environmental impacts of industrial chemicals and processes, determining the appropriate levels of regulation would be extremely difficult. In our modern economy, all of us are willing to accept some level of risk, some health and environmental impacts, in order to elevate our material standard of living. In essence, there is no "zero impact" equilibrium, unless we envisage some type of pre-industrial age (and even then it is debatable).

    Determining the appropriate level of regulation is made exponentially more difficult in a world of tremendous uncertainty about the impacts of even the most ubiquitous industrial chemicals. Our current state of knowledge with respect to most chemicals is extremely low; even what we do know is taken mainly from questionable animal research and we know virtually nothing about the synergistic effects of hundreds of chemicals swimming around our bloodstreams and our ecosystems over decades.

    Faced with this great uncertainty, different types of regulatory schemes have developed. The U.S. model puts more of the onus on those who think a chemical or process poses a risk to prove that it does, while in the E.U. the onus is more on the producers to prove that compounds of processes are safe; the E.U. model is based more on the "precautionary principle."

    As Mark Schapiro's excellent work has demonstrated, the E.U. model seems to be paying dividends not only with respect to health and environmental safety, but also economically; as the E.U.'s market share grows, companies around the world are ratcheting up their environmental standards in order to meet stricter E.U. guidelines. In turn, the E.U. now is much more influential in setting world standards than the U.S., which used to be the leader. This is a great development that environmentalists and economists should take not of: high environmental standards can be compatible with increased trade, productivity, and market share.

  • The European Union closes fishing season early

    It's been said over and over again: Eastern bluefin tuna cannot handle the pressure they face from overfishing. These sleek and powerful fish are unlucky enough to be among the world's most coveted seafood species, and for years scientists have called for a moratorium as a last-ditch effort to save these genetically pure, irreplaceable creatures. While strict quotas have been in place for years, poor quota enforcement and illegal fishing have driven the bluefin to the brink of extinction.

    On Monday, the European Union ended the fishing season for most of the Mediterranean's purse seine fleet -- the ships that are responsible for 70 percent of the tuna caught in the Mediterranean. This move could save up to 100,000 bluefin this year alone.

  • New surveys suggest changing views on biofuels

    Biofuel policy has made it to the polls. Yesterday, the National Center for Public Policy Research, a nonprofit, non-partisan educational foundation based in Washington, D.C., released the results of a survey (PDF) conducted at the beginning of this month which claims to have found that most Americans -- "including those in the Farm Belt" -- want Congress to reduce or eliminate the mandated use of corn ethanol.

    In response to the key question, "What do you think Congress should do now?" with respect to the Renewable Fuels Standard (which last December raised the minimum volume of biofuels used in the United States from 7.5 billion gallons a year in 2012 to 36 billion gallons a year by 2022, of which 15 billion gallons is expected to be supplied by "conventional biofuel" -- ethanol derived from corn starch -- by 2015), 42 percent of the participants in the survey thought that that the mandate should be eliminated to reduce ethanol production and use. Of the rest:

    • 25 percent wanted the mandate to be partly eliminated to reduce ethanol production and use;
    • 16 percent wanted it left unchanged;
    • Six percent wanted it partly expanded to increase ethanol production and use;
    • and 2 percent wanted it significantly expanded to increase ethanol production and use.

    Nine percent were undecided, didn't know what to answer, or refused to answer.

    Even among people living in the Farm Belt, 25 percent percent said they wanted the ethanol mandate repealed entirely, and another 30 percent wanted it scaled back.

  • U.K.’s Labor Party embraces nuclear but is slow to move on the big climate challenge

    The British press swooned over the visit of Nicolas Sarkozy and Carla Bruni to the U.K. late last month. We're suckers for the idea of French romance, particularly mixed with wealth, sophistication, and the sort of impetuosity we "rosbifs" can seldom muster. Apparently, Bruni saw Sarkozy on TV and said to a friend, "I want to have a man with nuclear power." And what Bruni wants, Bruni gets.

    It's unclear whether Sarkozy knew it was his big machinery that attracted Bruni, but a man who is willing to wear high heels to appear as tall as his glamorous spouse clearly has security issues high on his agenda. As it happens, the new entente cordiale between Sarkozy and British Prime Minister Gordon Brown is based, amongst other things, on a shared passion for the atom.

    Together, Britain and France will supply the world with nuclear technology, simultaneously saving the industry, creating thousands of jobs, and sorting our energy security issues. I've already explored why these arguments don't really stack up. The Labor Party's newfound zeal for nuclear power -- and Business Secretary John Hutton's recent speech in which he said expanded nuclear power could be akin to North Sea oil for the British economy -- make these interesting times to ask what the legacy of New Labor will be for the environment. It still seems as if, at some fundamental level, they just don't get it.

  • EU-27 emissions down 8 percent since 1990

    The European Environment Agency (EEA) reports:

    Total greenhouse gas emissions in the EU-27, excluding emission and removals from land-use, land use change and forestry (LULUCF), decreased by 0.7% between 2004 and 2005 and by 7.9% between 1990 and 2005.

    Over the same period, 1990 to 2005, U.S. greenhouse-gas emissions are up an alarming 17 percent (PDF). The EEA report underscores a point I have made repeatedly -- the transportation sector remains the toughest nut to crack:
