Rep. Ed Markey looks down the road on climate and energy
The Center for American Progress hosted Rep. Ed Markey at a roundtable for reporters to give a sort of primer for what to expect in the run-up to and during the marathon of international climate-change events in the coming week.
He was, to my ear, a little bit sanguine about the energy bill, which he expects will be completed and sent to the White House this fall, in time for the Congress to then turn its attention to a climate-change bill.
Markey said, "The NRDC estimates that that bill, if it was signed by the president, would meet 25 percent of the greenhouse-gas goals of the United States by 2030." It's unclear, though, whether he was talking about the NRDC's ambitious benchmarks or the president's laughably dubbed "aspirational goals" for long-term greenhouse-gas reduction. And in any case, it would depend upon all of the emissions-mitigating provisions of the bill -- some now in the House version, some in the Senate version -- finding their way into the final version that emerges from the conference committee.

How the congressional energy bills stack up
We've got three big hurdles before we see a new Energy Bill enacted: substantive, procedural, and presidential.
First, the substantive hurdle: the House and Senate bills differ on key points, such as fuel economy standards, a national renewable electricity standard, and energy taxes (I have reprinted a side-by-side comparison below). Merging the bills won't be easy.
Second, the procedural hurdle: both chambers must "formally be considering the same legislation," as E&E Daily ($ub. req'd) explains:
The Senate in June passed its amendment to H.R. 6, which is the energy bill the House passed during the new Democratic majority's opening 100 hour legislative blitz in January. Then the House last month passed a much more sweeping bill than its January effort and a companion $15 billion energy tax package.
"Right now we are in this interesting situation where we have two bills out there," said David Marks, a spokesman for Senate Energy and Natural Resources Committee Chairman Jeff Bingaman (D-N.M.). "There is this procedural hurdle to get over first."Third, the presidential hurdle: Bush must sign whatever passes before it becomes law. And that is not a sure thing.

Michigan gov. follows Gingrich’s example, kills science advisory board
Newt Gingrich, claiming a mandate to make government smaller, actually managed to abolish only two offices: the Interstate Commerce Commission and the Congressional Office of Technology Assessment (OTA).
The OTA was a widely praised, nonpartisan board that helped Congress understand and deal with technical issues -- exactly the kind of office you don't need if you get your understanding of biology from Genesis, your thoughts on telecommunications from K Street, and your opinions on energy from Exxon. The OTA was probably one of the least-known but best performing offices in all of D.C.
Oddly, Gov. Jennifer Granholm of Michigan just killed the Michigan Environmental Science Board, which was composed of volunteer scientists appointed by the Governor. The only cost to the state was for member travel when on assignment, and for preparation and distribution of reports.
