    The always-excellent Sam Smith, a keen observer of politics and society as a journalist for over 50 years, introduces an outstanding long piece on the high-speed rail money in the stimulus:

    There's nothing wrong with high speed rail except that when your country is really hurting, when your rail system largely falls behind other countries' because of lack of tracks rather than lack of velocity, and when high speed rail appeals more to bankers than to folks scared of foreclosing homes, it's a strange transit program to feature in something called a stimulus bill.

    One might even call it an $8 billion earmark.

  • The stimulus bill provides serious money for high-speed rail

    There are those who have expressed dismay at reports the high-speed rail provision of the stimulus bill was destined to build supertrains to carry gamblers back and forth between Los Angeles and Las Vegas. Thankfully, they were woefully misinformed. Matt Yglesias cleared things up when he uncovered a legal analysis of the actual language from the bill:

    The Stimulus Plan includes two provisions modeled after the [High Speed Rail] Act that finance high-speed rail development. First, the Stimulus Plan provides a $2 billion grant for high-speed rail projects that will remain available until September 30, 2011. The grant will be distributed among applicant states, interstate compacts, public agencies having responsibility for providing high-speed rail service and Amtrak for capital projects associated with inter-city passenger rail services reasonably expected to reach speeds of at least 110 miles per hour. The Secretary of Transportation will have discretion to award grants based on an extensive set of criteria, including the legal, financial and technical capacity of the applicant to carry out the project; compatibility with relevant national plans; and anticipated economic, environmental and transportation effects.

    Sorry, Vegas. No earmark for you. Looks like Reid's statement that a Los Angeles-Vegas route "could get a big chunk of the money" was more wishful thinking than act of Congress. This statement is no doubt causing further heartburn in Sen. Reid's office now that it's been embraced by the right as a supposed example of the pork that lards the stimulus package. In fact, according to the Sierra Club, Transportation Secretary Ray Lahood has set up a new entity called TIGER (an acronym that just oozes efficiency, no?) to prioritize stimulus projects based on merit, rather than whim. Really.

    Yglesias also uncovered this fantastic map of officially designated HSR rail corridors, some of which would presumably get first dibs on the money. Note the absence of a little green line between L.A. and Vegas:

  • Restructuring the U.S. transport system

    Aside from the overriding need to stabilize atmospheric carbon dioxide levels to stabilize climate, there are several other compelling reasons for countries everywhere to restructure their transport systems, including the need to prepare for falling oil production, to alleviate traffic congestion, and to reduce air pollution. The U.S. car-centered transportation model, with three cars for every four people, that much of the world aspires to will not likely be viable over the long term even for the United States, much less for everywhere else.

    The shape of future transportation systems centers around the changing role of the automobile. This in turn is being influenced by the transition from a predominantly rural global society to a largely urban one. By 2020 close to 55 percent of us will be living in cities, where the role of cars is diminishing. In Europe, where this process is well along, car sales in almost every country have peaked and are falling.

    With world oil output close to peaking, there will not be enough economically recoverable oil to support a world fleet expansion along U.S. lines or, indeed, to sustain the U.S. fleet. Oil shocks are now a major security risk. The United States, where 88 percent of the 133 million working people travels to work by car, is dangerously vulnerable.

    Beyond the desire to stabilize climate, drivers almost everywhere are facing gridlock and worsening congestion that are raising both frustration and the cost of doing business. In the United States, the average commuting time for workers has increased steadily since the early 1980s. The automobile promised mobility, but after a point its growing numbers in an increasingly urbanized world offer only the opposite: immobility.

    While the future of transportation in cities lies with a mix of light rail, buses, bicycles, cars, and walking, the future of intercity travel over distances of 500 miles or less belongs to high-speed trains. Japan, with its high-speed bullet trains, has pioneered this mode of travel. Operating at speeds up to 190 miles per hour, Japan's bullet trains carry almost a million passengers a day. On some of the heavily used intercity high-speed rail lines, trains depart every three minutes.

    Beginning in 1964 with the 322-mile line from Tokyo to Osaka, Japan's high-speed rail network now stretches for 1,360 miles, linking nearly all its major cities. One of the most heavily traveled links is the original line between Tokyo and Osaka, where the bullet trains carry 117,000 passengers a day. The transit time of two hours and 30 minutes between the two cities compares with a driving time of eight hours. High-speed trains save time as well as energy.

    Although Japan's bullet trains have carried billions of passengers over 40 years at high speeds, there has not been a single casualty. Late arrivals average 6 seconds. If we were selecting seven wonders of the modern world, Japan's high-speed rail system surely would be among them.

  • A pro-rail coalition should be much larger

    As a big supporter of rail and transit, the creation of the OneRail coalition is quite heartening. It is, in a nutshell, a group of rail advocacy organizations that have banded together to lobby for rail investment. The Hill reports:

    Several trade and issue advocacy groups are part of OneRail, including the Natural Resources Defense Council, Amtrak, the American Short Line & Regional Railroad Association, the Association of American Railroads, and the Surface Transportation Policy Partnership.

    If I have a complaint, it's this: A broader coalition is necessary. When highway funding is on the table, the heavies get into the game -- the oil companies, automobile companies, and chambers of commerce. Rail activities should also work to exploit the economic spillovers generated by rail investments. Transit-oriented development has proven lucrative for city governments as well as many commercial and residential developers. Producers of products from steel to electric and diesel engines to upholstery could benefit from new transit projects. Power companies, which helped develop the first generation of streetcar networks a century ago, might conceivably benefit from an increase in electricity demand or from the grid improvements that could accompany creation of improved national rail corridors.

    The point is this -- rail investment is good environmental, energy, and economic policy, but it's also good business. And if OneRail can get business on board, then we can expect real legislative progress.

  • Upgrade freight rail: Save 12 percent of oil, 4 percent of emissions, and jumpstart renewable grid

    On the theory that many people who encounter Alan Drake's own words on greening freight end up overwhelmed by the details, I have presented a very simplified version of Drake's proposal with my own opinions. This is a deliberate attempt to focus on the most important points, and then steer people to read the whole thing. [Update: The Washington Monthly has a long article on this as well.] Obviously the disagreement with Drake, as well as the political analysis at the end, is my own judgment. In addition Drake does not know me, though we've corresponded briefly, and he has no responsibility for anything I wrote.

    Grist has discussed Alan Drake's proposal for greening freight before, but somehow it's always mentioned in passing and without real recognition that it's such a game changer. By switching 85 percent of long-haul trucking to rail, we could reduce U.S. oil use by about 12 percent and total U.S. emissions by about 4 percent.

    In addition, it would add long-distance power transmission across the lines of regional grids, creating a true U.S. national grid to share power from coast to coast and from north to south, and it would add-high speed passenger travel. Since it would depend almost entirely on existing rail rights-of-way, the environmental impact is small compared to transmission projects and transit projects that use new rights-of-way.

    Drake starts with the fact that long-distance freight trucking consumes about half as much oil as passenger transport, and that unlike passenger transport, we have an existing heavy rail system that can move goods with about eight times the energy efficiency of trucking. That system already reaches most destinations where we want to move goods. If we switched to rail, we would still need to use trucks to move goods to and from freight yards, but containerization makes that simple.

    That is the good news. The bad news is that our existing rail system won't let us make this switch on a large scale. Today's freight rail operates near capacity now, and existing rail freight is slow and unreliable as compared to trucking.

    Drake proposes that we upgrade our system, add various new controls and infrastructure, build second tracks besides existing rail runs, and electrify the most heavily trafficked routes, which allows trains to run at higher speeds, giving a capacity boost over and above that provided by additional tracks. These modifications provide vastly improved capacity, speed, and reliability, and they reduce energy requirements per freight-ton. Moreover, this transformation requires only standard technology in use today throughout the world.
