But wait! “Congress” hasn’t passed a climate bill yet.

The House passed the bill last week, but that super-important-other-half-of-Congress, better known as the Senate (or “Crusher of Dreams” as some may call it) has yet to take it up. Senators are expected to work on their own plan this summer, but likely won’t vote until the end of September, at the earliest.
